# Power Platform consulting with governance built in

> **Short answer:** MS Dynamics Guys helps organizations run Microsoft Power Platform as a governed platform, not a collection of personal apps. We set up environments, data policies and release pipelines, then build Power Apps, Power Automate flows and portals that connect safely to Microsoft Dynamics 365 and Dataverse. Licensing and ownership are planned before anything is built, so solutions stay supported after the first maker moves on.

**At a glance**

- **Platform:** Power Apps, Power Automate, Power Pages and Dataverse
- **Governance:** Environment strategy, managed environments, data policies, pipelines
- **Connects to:** Microsoft Dynamics 365 customer relationship management (CRM) apps, Business Central and Microsoft 365
- **Licensing:** Mapped per solution against Microsoft's current licensing guide before design

## Why Power Platform needs a plan before more apps

Power Platform adoption usually starts in the default environment. People build useful apps and flows for themselves, then for their teams, and some of them become business-critical without anyone deciding so. The symptoms are familiar:

- Production apps live in the default environment next to experiments.
- Flows run on personal connections and stop when their owner leaves.
- Connectors mix business data with personal or public services.
- Nobody knows which apps exist, who uses them or who owns them.
- Licensing questions appear after the app is in use, not before.

Microsoft's own adoption guidance points the same way: move makers out of the default environment into their own developer environments, group environments under shared rules, and promote solutions to test and production through pipelines. We turn that guidance into a setup that fits your organization.

## What a Power Platform governance setup includes

**Power Platform governance areas and the Microsoft capabilities behind them**

| Area | What we set up | Microsoft capability used |
|---|---|---|
| Environments | Development, test and production per solution, and personal developer environments for makers | Environment types, default environment routing, environment groups and rules |
| Data policies | Rules that keep business connectors apart from non-business ones and block risky combinations | Data policies, which include the connector rules previously called data loss prevention (DLP) policies |
| Managed environments | Sharing limits, usage insights and solution checks for environments that hold production work | Managed environments, a premium capability set |
| Release process | Solutions in source control, with deployments through pipelines instead of manual imports | Pipelines in Power Platform, Build Tools for Azure DevOps, GitHub Actions for Power Platform |
| Inventory and monitoring | A current list of apps, flows and agents with their owners and usage | Inventory, Usage, Monitor and Actions in the Power Platform admin center |
| Licensing | A license map per solution: who needs which license, and which capacity it consumes | The Power Platform Licensing Guide and license consumption reports |

> **Current Microsoft guidance**
>
> Microsoft no longer actively maintains the Center of Excellence (CoE) Starter Kit. Its core capabilities now live in the Power Platform admin center. New governance setups start there, and an existing CoE Starter Kit deployment is reviewed before anything new is built on it.

## Choose the right Power Platform service

Each service has its own page with scope, decisions and boundaries.

- **Business apps:** Canvas or model-driven apps on Dataverse for processes that Microsoft Dynamics 365 does not cover. [Power Apps development](https://msdynamicsguys.com/power-platform/power-apps-development/)
- **Customer and partner portals:** Power Pages sites with table permissions and web roles over Dataverse data. [Power Pages development](https://msdynamicsguys.com/power-platform/power-pages-development/)
- **AI agents:** Copilot Studio agents with scoped knowledge sources, tools and evaluation tests. [Copilot Studio consulting](https://msdynamicsguys.com/power-platform/copilot-studio-consulting/)
- **Changes inside the CRM:** When the process belongs in Sales, Customer Service or Field Service, the work is CRM development on the same platform. [Microsoft Dynamics 365 CRM development](https://msdynamicsguys.com/solutions/dynamics-365-crm/)
- **Data between systems:** When data moves between Power Platform, Microsoft Dynamics 365 and other systems, the integration needs its own design. [Microsoft Dynamics 365 integration](https://msdynamicsguys.com/services/dynamics-365-integration/)

## Power Platform and Microsoft Dynamics 365: one platform, separate decisions

The Microsoft Dynamics 365 CRM apps run on Dataverse, the same data platform Power Apps and Power Automate use. A model-driven app can reuse the CRM tables, security roles and solutions, which makes extensions cheap to build. It also means a careless app can change data that Sales or Customer Service depend on, so the same release rules apply to both.

Qualifying Microsoft Dynamics 365 licenses include Power Apps and Power Automate rights within the licensed app's scope. Standalone apps, premium connectors and Dataverse use can need separate rights. MS Dynamics Guys maps the users, connectors and environments before a solution is built; your supplier confirms the license terms.

For an agent budget, separate user licenses from metered tasks and tokens. The [MS Dynamics Guys Copilot Credits rate card and calculator](https://msdynamicsguys.com/dynamics-365-pricing/copilot-credits/) compares defined usage options. Confirm any included allocation before subtracting it.

Power Apps per-app availability depends on the sales channel. Microsoft removed it from public price lists in January 2026, but clarified that CSP availability was not meant to end. Its [March 2026 CSP notice](https://learn.microsoft.com/en-us/partner-center/announcements/2026-march#power-apps-per-app-sku-returning-to-csp-price-list-in-early-april) announced restoration in early April. Check your channel instead of assuming the plan is unavailable everywhere.

Business Central connects through its Power Platform connector, which is a premium connector in Power Apps and Power Automate, and through its application programming interfaces (APIs). Integration design for Business Central is covered on [Business Central integration](https://msdynamicsguys.com/integrations/business-central/).

## Power Platform scenarios and where the work stops

**Power Platform scenarios: what MS Dynamics Guys does and the boundary**

| Scenario | What MS Dynamics Guys does | Boundary |
|---|---|---|
| Hundreds of apps and flows sit in the default environment | Inventories them, finds owners and moves the important ones into managed solutions | Retiring personal apps needs decisions from their owners |
| A team needs an app for a process Microsoft Dynamics 365 does not cover | Builds a model-driven or canvas app on Dataverse with security and a release path | Users need the right Power Apps licenses |
| Approvals run on email and spreadsheets | Designs approval flows with error handling, service connections and named owners | Approval rules and limits are business decisions |
| Customers or partners need self-service access to Microsoft Dynamics 365 data | Plans a Power Pages site with table permissions and web roles | The identity provider and access policy are agreed with your security team |
| IT wants control without stopping makers | Sets up environment routing, environment groups, data policies and pipelines | Policy choices belong to IT and the business together |
| A team wants an AI agent that answers from internal documents | Scopes the agent, its knowledge sources and tools, and writes evaluation tests | Agents can give wrong answers; human review and escalation stay in the design |

## Can MS Dynamics Guys take over Power Platform solutions built by citizen developers?

Yes. Most organizations have a handful of maker-built apps and flows that now carry real work. We review them in this order:

1. List every app, flow and agent with its owner, usage and connections, using the admin center inventory.
2. Check data policies and connections for personal accounts, shared credentials and risky connector mixes.
3. Decide per item: keep as it is, move into a managed solution, rebuild, or retire.
4. Move the keepers into solutions with connection references and environment variables, so they deploy cleanly to test and production.
5. Document each solution and name a business owner and a technical owner.

The review needs a Power Platform administrator, or someone who can run the inventory with us, plus contact with the original makers where possible. Some apps are cheaper to rebuild than to rescue, and the written findings say which.

## Outsource Power Platform work, or add developers to your team?

The services above are work you outsource to MS Dynamics Guys as a project. We agree the scope, deliver the work and hand it over. Some organizations already have their governance in place and a platform lead who directs the work. Their gap is capacity: the backlog grows faster than their team can build.

In that case, add a developer to your team. Choose the role by the work in your backlog:

- **Apps, flows and tables that change together.** A [Power Platform developer](https://msdynamicsguys.com/hire/power-platform-developers/) builds them as one solution and prepares each release.
- **Mostly app screens and forms.** A [Power Apps developer](https://msdynamicsguys.com/hire/power-apps-developers/) builds and fixes canvas and model-driven apps, including apps that slow down as their data grows.
- **Mostly flows and approvals.** A [Power Automate developer](https://msdynamicsguys.com/hire/power-automate-developers/) builds and repairs cloud flows, adds failure alerts and moves flows off personal connections.
- **Mostly reporting work.** MS Dynamics Guys offers [client-directed Power BI developers](https://msdynamicsguys.com/hire/power-bi-developers/) for teams with a reporting lead. Define the model, measures, refresh and access requirements before choosing a candidate. This is added capacity, not an ongoing managed support service.

In this model, direction stays with you. Your lead decides what the developer builds next and signs off each release. Environments and data policies stay under your administrator's control. We introduce only candidates who have passed a practical assessment for the role. Your team interviews each candidate and makes the final choice. [How we assess specialists](https://msdynamicsguys.com/how-we-work/technical-screening/) shows what the assessment checks and where its limits are.

[Staff augmentation](https://msdynamicsguys.com/services/dynamics-365-staff-augmentation/) describes how a developer joins your team, takes direction and hands over at the end.

Commercial terms are agreed in writing for each engagement. They include shared working hours, notice, the minimum term and replacement. [Staff augmentation or project delivery](https://msdynamicsguys.com/resources/dynamics-365-staff-augmentation-vs-project-delivery/) helps you weigh responsibility, risk and cost before you choose.

## When MS Dynamics Guys fits

MS Dynamics Guys fits organizations that already use Microsoft Dynamics 365 or Microsoft 365 and want Power Platform to be a supported part of their systems. That means governed environments, release pipelines, and apps and flows with named owners.

### A good fit when

- Makers already build apps and flows, and IT needs control without stopping them.
- You run Microsoft Dynamics 365 and need apps or automation around it.
- Business-critical apps have to move out of the default environment.
- You want licensing understood before you build, not after.

### Choose another route when

- You need one simple personal flow. Microsoft's templates may be enough.
- The real need is a CRM or enterprise resource planning (ERP) rollout. Start with [Microsoft Dynamics 365 implementation](https://msdynamicsguys.com/services/dynamics-365-implementation/).
- You only need license prices. A Microsoft licensing partner is the right contact.
- You need reporting dashboards only. Platform governance may not be the right project. If your lead needs extra reporting capacity, review [Power BI developer hiring](https://msdynamicsguys.com/hire/power-bi-developers/).

## Questions about Power Platform consulting

### Do we need a Center of Excellence?

You need the governance it stands for: environments, data policies, an inventory and owners. Microsoft no longer actively maintains the CoE Starter Kit, and the Power Platform admin center now provides its core capabilities. We set those up first and add a team process around them.

### What are data policies?

Data policies, which include the connector rules previously called data loss prevention (DLP) policies, decide which connectors can be used together in an environment. They stop an app or flow from moving business data into a service you have not approved. We design them with your security team and test them against existing apps before switching them on.

### Can our makers keep building apps?

Yes. The goal is safe building, not less building. Makers get personal developer environments with clear rules, and anything that becomes important moves into a managed solution with a release path.

### Which licenses will our users need?

It depends on the app, the data sources and who uses it. Microsoft Dynamics 365 licenses cover extensions of the licensed Microsoft Dynamics 365 app. Standalone apps on Dataverse or premium connectors need premium Power Platform licenses. We produce a license map for each solution from Microsoft's current guide; we do not quote prices.

### How does Power Platform connect to Business Central?

Through the Business Central connector, a premium connector in Power Apps and Power Automate, and through Business Central APIs. Flows can start from Business Central events or approvals. Larger data flows are designed as an integration; see [Business Central integration](https://msdynamicsguys.com/integrations/business-central/).

### Can you build Copilot Studio agents?

Yes, within the same governance. Agents use topics, knowledge sources and tools, and their usage is billed in Copilot Credits. We define what an agent may answer and do, test it with evaluation sets and plan human escalation before release.
